[Leila Waddell, writing in her capacity as Secretary General of the O.T.O.,  informs the letter's recipient that due to the war in Europe the Order (O.T.O.) will not collect annual dues. She goes on to say:]

 

Brethren are also urged most strongly to use their utmost efforts to gain new members for the Order, and also to offer themselves freely to take office in the Lodges, especially during the regretted absence of the Sovereign Grand Master General in America, where he is establishing a Viceroyalty in the City of Vancouver and a Supreme Grand Council for the United States of America.
