This is to authorize you to affiliate Bro[ther] F. P. Wagner, a Master Mason, to our III° in the usual form, and to confer with him on the project of starting a branch of O.T.O. in Portland, O[regon].
If this goes through, I will confer the proper powers as I did in your case.
