I am not surprised at Phyllis' [Phyllis Seckler] reaction. However, I do take issue with her right to say who is and who is not 'active.' I hardly believe she is at the stage where she knows who is operating and who isn't. 'My servants shall be few and secret.' I don't believe Karl [Karl Germer] knows either.
The grade [in the Government job rating system] you receive will determine your entrance rating and also how soon you might receive an offer for an appointment. We have hired people with prison records. The unforgivable sin is putting falsehoods on the form.
